The FCC has recently reformed captioned telephone services requirements and eligibility. Do you know how to operate within the law?

The use of Internet Protocol Captioned Telephone Service (IP CTS), available to individuals who are hard of hearing and have difficulty comprehending conversations over the telephone, has grown 1250% in the last 7 years. The rising costs are subsidized through the FCC's Telecommunications Relay Service fund and new rules and requirements are now in place to qualify individuals.
